According to Article 3 of Decree No. 28/2012/NĐ-CP, persons with disabilities are classified into three levels of disability as follows:
(1) Persons with especially severe disabilities are those whose disabilities result in total loss of function, rendering them unable to control or perform essential daily activities such as moving around, dressing, personal hygiene, and other self-care tasks, thereby requiring full-time monitoring, assistance, and care.
(2) Persons with severe disabilities are those whose disabilities result in partial or reduced function, rendering them unable to control or perform some daily activities such as moving around, dressing, personal hygiene, and other self-care tasks, thereby requiring monitoring, assistance, and care.
(3) Persons with mild disabilities are those who do not fall under the two categories mentioned above.
A person with a disability is someone who has a physical, mental, or sensory impairment that substantially limits one or more major life activities. These limitations may affect mobility, vision, hearing, communication, cognition, behavior, or other functions. Disabilities can be congenital or acquired, visible or invisible, temporary or permanent, and they often require different levels of support or accommodation to ensure full and equal participation in society.
Persons with disabilities have the right to education, employment, healthcare, access to technology, and social participation. They are also responsible for abiding by the law and fulfilling their civic duties.
Relevant stakeholders must ensure equal access to education, employment, and daily life for persons with disabilities, while promoting inclusion and respecting their dignity.
The State provides support policies in healthcare, education, employment, technology, social welfare, and community inclusion for persons with disabilities.
