Vietnam Association of Youth with Disabilities Signs Strategic Partnership to Protect Vulnerable Groups in Cyberspace
On February 27, 2025, at OEG Stadium in Hanoi, the Vietnam Association of Youth with Disabilities signed a strategic cooperation agreement on “Combating Scams and Enhancing Digital Safety” with Ocean Entertainment Group (OEG) and Anti-Fraud Social Enterprise.
This partnership aims to strengthen the protection of vulnerable groups, especially youth with disabilities, against increasingly sophisticated online scam threats.

Mr. Phạm Văn Thành, President of the Vietnam Association of Youth with Disabilities, emphasized the urgent need to raise awareness and equip persons with disabilities with essential digital skills. He stated:
“In the digital era, while technology brings people closer together, it also opens the door to increasingly sophisticated and dangerous online scams. Every day, thousands fall victim to cybercriminals. Just one seemingly harmless click can result in the complete loss of assets, identity theft, and devastating consequences.”

“In reality, online scams are becoming increasingly sophisticated and widespread. In the first nine months of 2024, the Authority of Information Security received over 22,200 reports of online fraud submitted to the Vietnam Cybersecurity Warning Portal. More than 80% of these cases involved asset appropriation through impersonation of banks, e-wallets, or fraudulent investment schemes.
At the same time, according to statistics from the Ministry of Public Security, in just the first eight months of the year, there were 815 reported cases of asset fraud, with 55% occurring in cyberspace. Common tactics include impersonating government agencies to collect personal data, financial investment scams, and especially the use of Deepfake technology to fake identities and carry out video-based fraud. These figures are a stark warning of the severity of online scams and the urgent need for protective measures—particularly for vulnerable groups.
I would also like to share a heartbreaking case of a pregnant deaf worker, expecting twins, who became a victim of online fraud. The incident drove her into crisis and even led to suicidal thoughts. This is not just a tragic example of the devastating consequences of online scams—it is a wake-up call to the grave risks faced by vulnerable individuals, especially people with disabilities, in the digital age.”
Scam calls have tricked thousands into transferring money to online fraudsters.
As part of the strategic collaboration, the parties will focus on activities such as enhancing communication and education on digital safety; jointly organizing media campaigns, seminars, and training programs to raise public awareness about online risks; and deploying technologies to protect users.

The partnership also aims to strengthen digital capacity for vulnerable groups, especially by supporting youth with disabilities in safely accessing technology. The parties will work together to implement digital skills training programs, enabling young people with disabilities to navigate the digital space in a safe and effective manner.
Mr. Ngô Minh Hiếu (Hiếu PC), founder of the Anti-Fraud Social Enterprise and a renowned cybersecurity expert, affirmed his commitment — along with his team — to protecting online users, especially those who are most vulnerable.
This non-profit project has attracted over 500,000 participants and partnered with major tech corporations such as Google, Microsoft, and Viettel to help safeguard hundreds of millions of users worldwide.
This tripartite collaboration marks a significant step forward in creating a safer, more transparent, and inclusive digital environment for persons with disabilities and society as a whole.
By combining technology, education, and social responsibility, the Vietnam Association of Youth with Disabilities, OEG Group, and the Anti-Fraud Social Enterprise aim to build a secure and equitable digital ecosystem that benefits everyone.
