Message of Congratulations from the Minister of Health on Vietnam’s Day for Persons with Disabilities (April 18)
On the occasion of Vietnam’s Day for Persons with Disabilities (April 18, 1998 – April 18, 2025), Minister of Health Đào Hồng Lan extended her warmest regards and heartfelt congratulations to all persons with disabilities and organizations of persons with disabilities across the country.
In her message, the Minister affirmed that the Party, the State, and society as a whole have consistently shown deep concern and support for the disability community. Over the years, a wide range of social welfare, healthcare, education, and rehabilitation policies have been issued and implemented in a coordinated manner to promote the full and inclusive participation of persons with disabilities in society.
Currently, more than 1.7 million persons with disabilities—especially those with severe and extremely severe disabilities—are receiving monthly social assistance. 96% of persons with disabilities have been issued health insurance cards. The nationwide network of hospitals with rehabilitation departments, early intervention programs, and other support services has been significantly expanded. Children with disabilities, as well as persons who are blind, deaf, or use sign language and Braille, are increasingly ensured fair access to education and healthcare services.
The Minister expressed special appreciation and admiration for the resilience and determination of persons with disabilities in overcoming challenges in work, study, and daily life—those who are actively contributing to the economic, cultural, and social development of the country.
The year 2025 is considered a key milestone as Vietnam enters a new era—one shaped by strength, prosperity, and inclusivity. With strong belief in the determination of all levels of government, relevant sectors, and especially the disability community itself, the Minister expressed her hope to see continued expansion of effective support models, capacity-building programs, and job opportunities, all contributing to an inclusive, humane living environment where no one is left behind.

This is a great source of encouragement for young persons with disabilities to confidently pursue independent living, holistic development, and meaningful contributions to society.
