2nd Plenary Meeting of the 9th Central Committee of the Vietnam Youth Federation
This afternoon, December 26, the 2nd Plenary Meeting of the 9th Central Committee of the Vietnam Youth Federation took place in Hanoi.
The meeting was co-chaired by Mr. Nguyễn Tường Lâm, Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union and President of the Vietnam Youth Federation, and Mr. Nguyễn Kim Quy, Standing Vice President of the Vietnam Youth Federation and Member of the Standing Committee of the Central Youth Union.
Also in attendance were members of the Presidium and the Central Committee of the Vietnam Youth Federation, 9th tenure.
In 2024, the Vietnam Youth Federation achieved comprehensive progress across various areas of work and youth movements.
The initiatives were marked by efficiency, relevance, and a pioneering spirit — reflecting innovation and dedication in celebrating the lead-up to the 9th National Congress of the Vietnam Youth Federation, term 2024–2029.
At the meeting, delegates discussed and provided feedback on the following key documents:

The 2024 Year-End Report on Youth Federation Activities and Youth Movements

The Draft Action Program for implementing the Resolution of the 9th National Congress

The 2025 Annual Work Plan for the Federation and Youth Movements

The Draft Plan for studying and disseminating the Resolution of the 9th National Congress (2024–2029 term)

The Draft Operational Regulations of the 9th Central Committee of the Vietnam Youth Federation

The Draft Full-Term Work Agenda of the 9th Central Committee

The Draft Operational Regulations of the Central Inspection Committee of the 9th tenure
The 2025 Work Program is centered around the theme:
“Vietnamese Youth: Patriotic and Steadfast in Following the Party.”
The program outlines strategic action plans to effectively scale up the “I Love My Motherland” movement and the “Strengthening the Vietnam Youth Federation” initiative.
New and targeted solutions have been proposed — particularly under the banner of patriotic youth — including:

A nationwide online contest to enhance understanding of the 9th National Congress Resolution, accessible via smart devices

Campaigns encouraging young people to practice thrift, combat wastefulness, and embrace a lifestyle of simplicity and humility
These efforts aim to cultivate values-driven, action-oriented youth who are committed to contributing to national development.
Closing the conference,
Mr. Nguyễn Tường Lâm — Secretary of the Central Youth Union and President of the Vietnam Youth Federation — affirmed that the shared insights and recommendations reflected deep commitment and responsibility. The Federation’s Central Committee will thoroughly review and incorporate these contributions into its upcoming plans.
He also emphasized that 2025 will be a pivotal year with many important national events. Youth Union branches at all levels are encouraged to swiftly finalize and implement their annual work plans.
Furthermore, he called for stronger integration of digital technologies into all Federation activities to ensure transparency, accuracy, and efficiency — especially in monitoring and reporting youth engagement across the country.

According to Mr. Lâm, the effectiveness of youth movements ultimately depends on the dedication of grassroots-level officers. However, the current workforce remains uneven in quality. He emphasized the importance of leveraging the influence of outstanding individuals, mobilizing member organizations, and engaging representatives from ministries and sectors to strengthen the movement.
He further called for a genuine and sustainable development of the Federation’s structure, making it a solid foundation for unity and youth engagement across the nation.
At the conference, the Vietnam Youth Federation Central Committee presented emulation flags to top-performing units for their leadership in youth activities in 2024. In addition, Certificates of Merit were awarded to exemplary collectives and individuals for their outstanding contributions.
